Delivered to watchers when a watched actor has been terminated.
The constructor stays public — applications build one for a test double or a hand-rolled ref — but an instance built that way carries no provenance and the runtime will not act on it. Only frameworkTerminated produces the branded instance a death-watch registration is retired on; see the brand below for why that distinction had to exist.
