Validates resolved CorsOptionsType settings. maxAge (the
preflight cache lifetime, in seconds) must be non-negative; the
cross-field rule enforces the Fetch spec’s ban on combining
credentials with a wildcard ('*') origin. (The required-ness of
origins is a separate guard in cors().)
